There are a number of tools that allow you to adjust which apps and/or services get loaded on startup: Spybot S&D, CCleaner, etc. If they don't list this item (though not all apps list all items as they don't poll all possible places), there is also the chance that it is a VIRUS (and should then be treated as such).
