I regularly upload a live streaming video of events I hold.
The quality of the video isn't good (slow, not smooth, sometimes image freezes and there is only sound).
I am using:
Logitech HD 720p internet camera.
AKG perception ultra high frequency wireless 45 microphone set.
I did an upload speed : working with wi-fi it is 0.93 mbps and when connected by cable it is 1.06 mbps.
I stream through Ustream website.
Any suggestions of how to improve the quality ? (specific new equipment, etc.)

It is true that it depends upon your camera but I think you can use debut video capture. this will give you good result. It can record from webcam device and screen nicely.
You need to isolate where your problem is occuring. Is the camera producing smooth output? If you capture to you local computer do you get smooth video? How much upload bandwidth do you have? Is the video you're uploading low enough bandwidth for that upload speed? How reliable is your upload speed? Ie, does it vary a lot with time? A line that runs 1 Mb/s every second would give nice clean uploads. But a line that runs 5 Mb/s for 1 second, then locks up for 4 seconds, will not, even though it has the same 1 Mb/s average upload rate. Keep in mind that internet connections are usually asymmetric -- download speed is usually much higher than upload speed. So if your ISP sells you a "10 Mb/s connection" that usually doesn't mean you have 10 Mb/s upload as wll as 10 Mb/s download. It's typically about a 10:1 ratio, download:upload.
