I don't understand what you mean. Do you want motion blur? Or smoother motion?

A faster shutter reduces blur when panning, or when filming moving objects.

The shutter speed has no relation to fps.

This utility is tedious, but it absolutely works. I use it myself on occasion to do smoother slomo.
