Which software resizes videos with minimum loss

Can you folks recommend which software does a faithful job of resizing (upsizing) an mp4 video?

If you are talking about software upscaling it really would be a waste of time. Most people here would suggest to simply let your tv do the upscaling.

However if you must do it use something like handbrake or format factory or ripbot264. By mp4 video I am assuming you mean h264 right?

AviSynth + nnedi3_rpow2() + x264

But upscaling doesn't make the video high definition. It just increases the size, hopefully keeping some sharpness, while not introducing too many artifacts.
