Hello, anyone know how to do this effect

If you use AviSynth, V.C. Mohan's EffectSpotLight may be worth considering. It isn't the arrow moving effect that you're looking for, as shown in your example image, but it would achieve your goal of a round demarcation that can move, to highlight something in the video. It's located in Mohan's EffectsMany package of special effects. EffectSpotLight can be configured for disc radius, disc color, start and stop frames, start and stop location, and background dimming factor. Here's a link that shows a ten-second example; the spotlight appears two seconds after the beginning of the video, then moves for six seconds before returning to normal view:

Make the shape you want as a PNG with trans alpha. Then just animate that. It's simple to do in an NLE, don't know how to do it in the manual scripting programs.
