    Hello

    I used the keywords in the title but didn't find a thread about how to create a video file with an MP3 file and a picture.

    Is there a free application that can do this easily, ie. with zero knowledge about audio/video editing?

    There are other (better?) ways that DON'T turn the pic into a piece of video and raise the bitrate disproportionately.

    Encode the pic to an MPEG still. (Still best done with VCDEasy)
    Mux the MPEG still & the mp3 together. (Imago, TMPGEnc, most any other muxer that understands MPEG stills)
