  1. How can i change the fps playback inside a video in any player? I need to switch from 23.976/25 to 29.97 so that bad movies end quicker. Should be better than fast forwarding dont you think?

VLC has "faster" "slower" buttons in the View-Custom Toolbar Interface section. There are other good buttons in there too like frame advance, record and snapshot (frame cap).

If I find a movie is bad enough that I want it to end quickly, I just stop the movie, change the channel, walk out of the theatre, etc.

If you actually have a movie file that is NOT bad and you need to keep it sped up, AND it happens to be AVI, you could use AVIFRate to modify the header so it fools the players into thinking the movie is a different/faster framerate. These are usually rare/special occasions...

The audio will get out of sync.

MPCHC has faster and slower options too. But the steps are too large: 1/4x, 1/2x, 2x, 4x. KMPlayer and PotPlayer have faster and slower options in small increments, 5 or 10 percent steps.
