I am getting a camera but it only outputs h.264 in .mov format.
I want them in m2ts.

Try StreamFab Downloader and download from Netflix, Amazon, Youtube! Or Try DVDFab and copy Blu-rays! or rip iTunes movies!

Without evidence to the contrary I would say yes. It would be the first app I would try. It handles .mov.

I have a Cannon T3, that shots movies in AVC/H264 in a Mov container.
I just did what you asked, as a test to see if it works or not.
When I loaded the mov into tsMuxeR the video loaded but not the audio. The audio in the Mov is single channel PCM. I then loaded the mov in Audacity which demuxed out the audio and saved it as two channel AC3 and wav. (BTW I have FFmpeg library loaded in Audacity) tsMuxer then accepted the AC3 and two channel wav.
I muxed the audio and video as TS, M2TS and a Blu-Ray disk, all three played just fine using PotPlayer.
