    I really need to keep the video at 128kbit/sec, but I need the absolute best quality possible (I don't care how long it takes to encode/decode). What encoder setting do I use, and what setting do I change (if necessary) to achieve the absolute best quality possible with a bitrate of 128kbit/sec?

    Unless your resolution is tiny, the video will look awful.
    128kbps just about gives reasonable audio. Applying that 128kbps to video is quite ridiculous.

    Try with Automated 3-pass, preset ultra slow. Adjust it under Encoder settings Config and click Show advanced settings.

    Check also http://forum.doom9.org/showthread.php?t=139765&highlight=preset&page=47 for x264 presets for very low bitrates.

  6. If the frame size is small enough you don't need anything special for 128 kbps. You could just use settings like those in preset --preset=slow. You don't need to perform a very wide motion search since the frame is small.
