You need an NTSC compatible TV or monitor. An NTSC SVO-5800 will not export to PAL or PAL60 or SECAM.

    I know it
problem arises when using color svo 5800 ntsc+tipe ntsc+monitor ntsc==black&white
    why, I can not understand

I tested connecting to a TV and a monitor, they support the standard ntsc

Does this happen on all tapes even a commercial VHS NTSC tape?

It could be the problem tapes were recorded from a PAL60 source. This would play monochrome since subcarrier is at 4.43 MHz and PAL, not normal NTSC 3.58 MHz.

My best guess is the monitor isn't NTSC compatible.

Try to capture NTSC to a computer. See if that is color.

If playing the same tapes, that indicates a failure in that VCR.
