I'm getting movie file that are of high quality high res and large size files but I want to convert them to something that won't take up a lot of space but kinda keep the quality of the movie. With a file size range of 1-1.5 Gig and if need be 2 Gig but only on the movies that really.

Just read that I can use the same codec and lower the bit quality the file size will reduce
but what will get the file size down to 1.3Gb.
Also is there a program that will give you and file size quote before the file conversion the one I have does it but its very vague -
Use a bit rate calculator, like this one: https://www.videohelp.com/tools/VideoHelp-Bitrate-calculator Go to advanced mode and plug in your desired size and the running time and it will give you the bitrate. Works the same with any codec, including H.264. There are other bitrate calculators in our 'Tools' sections and some codecs have them as part of the settings. You should be able to just pass through the AC-3 audio as it's probably already compacted enough.
Of course you will take quite a hit on video quality, but try it and see how it looks. -
Just by going from 1080P to 720P you have loss quite a bit of quality. Reducing file size further will cause addition quality loss. You can however mitigate the quality loss to a point, by making the video more compressible. I would recommend ripbot to further compress the movies, it uses avisyth to process the moves. You can add additional filters to the generated script to sharpen the image a bit then do light to medium noise removal, this will increase compressibility allowing smaller file size with out sacrificing as much quality.
