  1. I have a gateway mx3560 and just reformatted it.
It is running windows xp SP3

I have a NTSC format DVD which windows cant even read. (Thinks its a blank)
All other dvd functions are normal.

When I insert the dvd into my dell inspiron 1525 running windows 7, it works fine.

    Any idea whats going on?

DVDR/W media? Some dvd-rom/writers might not read all dvdrw media.

(It has nothing to do with it's beeing NTSC.)

Sounds to me like somehow you've managed to reinstall XP and completely destroyed its ability to read any UDF format discs. Install the free UDF Reader from our Tools section and I bet it will fix your problem.
