I downloaded some subtitles in a .SRT file, and want to add them to a movie I have on DVD. I copied the DVD to my hard drive, so I've got the VIDEO_TS directory with multiple .VOB files in there. Is there a way using a free program to add the subtitles to the DVD? Doing it without having to re-encode the video would be best.

It uses only free tools, keeps everything on the original DVD, and requires no re-encoding. Do note that the new subtitles must be selected by the Subtitle button on a remote control (or via the Subtitles option on your software player) as there is no menu entry for them.
