    I never used to have this option when encoding, but now it keeps popping up and I have no idea what I should do with it. No matter what I do, now these programs seem to create an ISO just slightly over the max capacity of a 4.7 GB dvd so that I can never burn it. I have tried manually setting the target size to 4.6 but it doesn't seem to matter.

    I guess you mean mean 4.3GB(4489MB) in dvd flick? 4.6 GB wont fit.
