Please can someone help with frame-by-frame video editing?

I am driving myself crazy looking for software that will allow me to do this. let me elaborate;
i want a program that will let me split a video into a bunch of pictures that i can edit , e.g. put other people heads on people in the video, then turn it back into a video that can be watched
any help would be greatly appreciated, thanks in advance.

Change your font mate and relax,

avidemux save> save selection as JPEG images if you have 10000 frames you have 10000 pictures.

when your done ediiting thhe images open either overwrite the edited image or replace with the same name in the folder there all saved to
then open the first in avidemux and it should open all in sequence order 1.2.3.4 then save as mp4, mkv,avi.
