Is the version of Vista installed on the laptop a 32-bit version? 32-bit OSes have a limitation as to how much RAM they can see and use - roughly somewhere around 3.3-3.5 GB. (I don't remember the exact number.)

All the RAM is being used but some goes to support video display, PCI bus and other system use. ~3.0-3.5 GB is addressable by user.
