    If you were going to build a machine that would be a nice machine for doing some AVCHD video editing what would you suggest? This is kind of a survey I guess as to what would you put in it? Budget is around $2000

    You're putting the cart before the horse. First, decide what editing program you are going to use, then check out the manufacturer's recommended hardware (usually under a System Requirements heading). Also scan user forums about any potential hardware issues that may crop up with the editing software you'll be using. You'll save yourself lots of headaches if you get informed as much as possible about the specific editor you'll be using.
