    That's a poorly prepared blu-ray

    You can try gradfun2dbmod to dither either for encoding or playback (e.g. activate in ffdshow during playback)

    If you are re-encoding, it will take a lot of extra bitrate (dithering essentially adds noise to hide the banding)
