Hello, I have been trying to encode this .ts file into a DVD compatible .mpg file. Whenever it is encoded the audio is behind the video. I have tried mpeg2repair, but it still is out of sync. When I put the .ts file into an .mpg file it still has this problem. without AVStoDVD I still have this problem.

Hi nazopo,
first of all, I suggest you to run your ts file thru TsRemux and select only the video/audio/subs streams that you want to keep and then save to a new, smaller, ts file. Then
1. Open AVStoDVD.
2. Go to 'Preferences'/'Audio' and toggle off 'Keep AC3/DTS/MP2 DVD Compliant Audio'. Press OK.
3. Add the new ts file to AVStoDVD.
4. Go to 'Edit Title'/'AviSynth', toggle off 'Auto AviSynth Script'
5. Click on 'Delay Audio' and enter "-831" (without quot marks, of course). Press OK.
6. Start the project
That's should fix your issue, assuming that the audio stream you want is the first one (ID : 69 (0x45) from your post) and MediaInfo has correctly detected the audio delay (-831ms from your post).
