Hi All,
What is the best open source software for creating instructional training videos? I'm looking to create a video similar to the following sample video, but not sure if there is a open source or free tool available that will allow me to do this.
I would also like to create one video in English, then the other in French.

That's not a video production, but likely a Flash-based interactive web program, most likely created with something like this Adobe package:

...and sorry, but that's not open-source. For that, you might look into kompozer:
