Can a Playstation 3 in Australia play a Blu-Ray dvd from the UK that is region a,b,c? Even if the PS3 is region locked?

Australia and the UK are both region B for Blu-ray.
Discs marked as region "A+B+C" (=playable in all regions) will play in any player, anywhere, region-switchable or region-locked.

Yes it must play. Region a,b,c means all region free and plays in all Bluray players.

Thankfully the Australian PS3 will happily play NTSC and PAL in BluRay, AVCHD and DVD formats (amongst others). It is, however, resolutely region locked. Anything region free or multi-region tagged will play so long as it covers Region B or 4.

Minx4MadMen - Please don't say "Blu-Ray dvd". There is no such thing. You mean "Blu-Ray disc". Although you got some helpful answers your incorrect mixing of terms could cause you problems in the future should you post again in the same way.

    Hence his Q.

I read it as he was asking if it was encoded to any of those regions.

But still, if it is encoded to multiple regions, i would think it was a standard bluray disc.
