Hola! Remaster video. What software do they/you use?

Hola!

I'm Clint, a newbie in this forum... I joined in this forum to learn how to re-process or to re-master or to re-produce a video or just say it's all about video production. I'm just amaze how some people can enhance an old video and make it look like a modern video by means of what they call 're-mastering'. I know the term called GIGO which is garbage in/garbage out so I know that the result can be depended on the source. But is there any way to produce better results or make a video look like better than the source?

What software do they/you use? I just saw this software called Sony Vegas and I saw that many people uses it. Is this a good video-editing software? I want to know which is best before I purchase one.

I changed the title so it better describes your thread.

I guess proffesional remasters goes through frame per frame and edit them....but it will take ages for just one user.
