I exported the file as an MPEG II Program, but I can't open it in DVD Shrink (What else can I use to get it to Disc?). Is there something I'm doing wrong? What is the proper format I should be exporting to get a DVD? I can watch the video in VLC, but that's about it. I now want to get it onto a DVD that's playable on a stand alone player.
Try StreamFab Downloader and download from Netflix, Amazon, Youtube! Or Try DVDFab and copy Blu-rays! or rip iTunes movies!

You need an authoring tool.
See https://www.videohelp.com/tools/sections/authoring-dvd
I like GuiforDVDAuthor, which is free and quite versatile.
For a very simple DVD, no menu, you can use ReJig or Muxman.
These will make the VIDEO_TS fileset.
Then burn that using ImgBurn. -
So I don't need to convert? I'm currently using AnyVideoConverter to convert the MPEG file to an NTSC DVD file.

See the technical specs for DVD video here: https://www.videohelp.com/dvd
If your MPEG satisfies that, you can author it as-is.
The MPEG should not need to be "converted", just "muxed"; the same data in a different file format. That's what authoring apps do.
Or just try to load your MPEG into an authoring program it and it should tell you if it's compliant. -
MVW DVD has its own authoring tool. Click the DVD Maker icon in the editor toolbar or click the DVD icon at the bottom right of the time line. Your timeline project will open automatically in the authoring window. There isn't any need to export your video to an MPEG file unless you specifically want one for other uses, as you can always re-edit the VOBs from your authored VIDEO_TS folder.
