Does the number in a green circle mislead me ? So what maximum speed I supposed to burn with ?

No matter what it says on the disc your burning programs should pick a default. I have found that no matter what the default is it usually fails unless I drop it doen by one speed.

Default is always going to be max available -- not a good idea.
Burn at 4x in Pioneer drives, 2.4x in all others.

    And use ImgBurn.
