There were thousands pakistani videos were on youtube which were uploaded by shahanawan2. But now when i opened
his video pages there i read account has suspended.How we can watch the videos of suspended uploader.or how restore
that account with thosevideos by youtube.

Might as well be asking how to drink evaporated water. I don't think anyone caches old YouTube uploads. Once it's gone, it's gone. However, many banned uploaders migrate to other video hosting sites, like dailymotion, etc. Look around.

Can these videos be purchased elsewhere, or are they one of a kind?

Or look for mirrored versions of the videos. If people think their content will get killed, they often have multiple accounts for mirroring, or get other to mirror it for them.

You know the guy's name, Google around and find a forum, blog, twitter, Facebook, whatever he posts on and ask him if he's uploaded them elsewhere.
