Text overlay - like pop-up video

I would like to add text on top of an mpg file that will be made into a VCD. It sounds kind of like subtitles, but I want more than just text. For example, I would like to circle areas of the video that I want to draw attention to, or point to something I want to make a comment about.

It's basically like what they do on "VH1 Pop-Up Video" or "Blind Date," but it doesn't need to be that creative.

How is it done?

Any recommendations of programs that do this (preferably freeware).

Try the following:
To apply text use Subtitler filter of VirtualDub
To apply objects/pictures, try the Logo filter. It can help you add animated pictures too.
