Audio and video monitoring

Hello,

Sorry if this was answered in other post, i searched but no result.

Here is my problem/questin:

How can i monitor audio and video signals?

In case that the audio is down for 10-20 s to receive en email / SMS.
If the video is frozen, black screen for 10-20 s recevie an email / SMS.

Is there a software or something that can help me in this matter?

The source signal can be an tv tunner.
