I have two related questions as outlined bellow
Q1. Is there any free good software that I could use to first, convert a small home video file to individual (each frame - about 300) images and second, do some changes and third, use those image file to recreate a video file?
I used a converter (DVEVideosoft) to get .jpg images of all the frames and used windows movie maker to put them back, but it came out as a slide show instead of as a movie. Doesn’t look like movie make have much choice in changing fps.
Q2. What is the best image format for something like I’m describing above. .jpg didn’t give good quality image.

Try StreamFab Downloader and download from Netflix, Amazon, Youtube! Or Try DVDFab and copy Blu-rays! or rip iTunes movies!

12virtualdub, file->save as images.
2. virtualdub, open first image and all should be loaded. -

Yes, you can choose the output format in the dialog that pops up when you select Export->Image sequence.
