The specs are pretty much the same except that the 1540 has a 2.2 Ghz Core 2 Duo processor while the 2170 has a 2.26 Ghz Core™ i5-430M processor. Not sure what the difference is. Everything else is the same.

The Core i5-xxx mobile processors are named Arrandale and based on the 32nm shrink of the Nehalem microarchitecture. Arrandale processors have integrated graphics capability.
In addition, i5 CPUs have Turbo Boost, which enables to increase the core speed if an application requires it.
