How do I make a H.264 .TS File play normally on xbox 360 extender?

Originally, the file does not play in either VLC or Windows Media Player at all. It freezes at the first frame in VLC with no sound and WMP is black and no sound. However once I demux it to one audio track (previously 3) in tsmuxer and its video track, then mux it back to TS, it plays in VLC fine. But when I play it in WMP the video is very much sped up and out of sync of the audio. I tried to change the FPS in tsmuxer, but the video still plays very fast in WMP. How can I make it play normally in WMP so I can stream it to my xbox 360?

What I think I need to do is reduce the overall bitrate because according to xbox's website, it cannot handle bitrates over 10mbps. How can I reduce the bitrate and still keep the good quality?
