I have a DVD where in different & various scenes we see more black bars & less black bars & it keeps switching. Is there any type of DVD Ripping program out there that would be able to read & know of the black bar changes & crop them properly without having to crop & lose video ?

No. Some movies are like that. Dr Strangelove, for example, is shot on a mixture of 1.33:1 and 1.66:1 film stock, so the bars change throughout the film.

You can either crop to the tallest AR, and have black bars appear from time to time, or crop to the widest AR, and crop off image area from the taller scenes. You can't have it both ways.
