I have a Panasonic AVCHD camcorder that records AVCHD and the Panasonic utility for anything close to editing is absolute crap, something called AVCCAM Viewer. Not only it doesn't provide a way to join files together to an AVCHD DVD (only to a BD), but when I tried to select a few files to burn a BD-RE of around 4 GB so that then I could copy the structure to a DVD and play that, it crashes, both in Windows 7 and in a fresh install of Vista x86.

I tried TSMuxer but it only lets you join the files one by one, so when I have dozens of takes, this is a tedious process. VideoRedo just released a beta of TV Suite 4 but I tried it and it doesn't work.

MultiAVCHD produces an AVCHD DVD that plays, but after each take it pauses for a few seconds, so it's not ideal.

Is there any utility where you can just throw a few dozen m2ts files and it will produce either a blu-ray structure or at least a joined m2ts without any re-encoding?

You can drag multiple files into the Tsmuxer window - no need to use the "Add" button

There's also this utility - never tried it, though

If you drag multiple files to the TSMuxer window only one file is loaded. I just tried it.

As for the other tool, the author states that "It was written in a hurry and might not be finished yet, but it seems to work to some degree." so I don't think it would be safe to try it.

Check it out. You have to add the first one by itself, then multiple choose the additional ones and drag them onto the join button

    Thanks, I didn't know that.

Still, I would really like to find any frame cutter for AVCHD files that works as good as VideoRedo does for MPEG2 files. Hopefully VideoRedo 4 will get better in the future.
