Authoring VOBs into Titlesets with Chapters

I have some VOB files that I want to turn into a DVD. I would like to combine some of the VOB files into a single title set and I would like to be able to set the chapter marks. What program could accomplish this?

I guess an example of what I'm talking about is: Let's say you have a DVD that was created with a DVD Recorder and the chapters are every ten minutes or random. So basically I like to be able to use the same VOB files and set the chapters to different points. No menu is necessary.

Reauthor with the free guifordvdauthor. It can import vobs and you don't have to make a menu.
