Yes, you can do that with Subtitle Workshop.
But note that the subtitles have to correspond exactly -- e.g. subtitle #10 is the same meaning in both languages.Originally Posted by Subtitle Workshop
That's using version 2.51, there is a newer version, but it is rather different, can't say if it has the same feature.

You want to translate srt files and don't change the original times.
I have make an srt edit programme that can do that.
