I have a file, that looks like this:

I wonder - is it possible to add a separate file (like subtitles) to demand the player to stretch it out and therefore fill the entire screen vertically, or perhaps remove the black bars.
Maybe a script in the file...? The quality is horrible as it is, so I cannot re-encode. Not an option.
I know it's a slim chance it is possible without losing quality but... just want to be sure
Try StreamFab Downloader and download from Netflix, Amazon, Youtube! Or Try DVDFab and copy Blu-rays! or rip iTunes movies!

I didn't really understand all of that, but can't you just use the zoom on the player or TV set to make it larger? Or, if being played in a computer, ffdshow will allow you to crop it and resize it on the fly. I think you can also save the setting as an easy-to-use Preset.
Getting rid of the black bars for good will mean cropping, rezizing and reencoding. It won't look any better, and will probably look noticeable worse.
