Exported Video is always choppy - CS4 and avchd

So I've tried various types of export conversions, but every time I export my avchd footage shot on my sony, the video is choppy. But when I'm previewing it in adobe, it's as smooth as can be.

Any ideas on what I'm doing wrong?

What are you exporting to?

I'm trying to just export 720p

The source is 1920/1080 29.97fps

Maybe Windows 8 can't handle it ?

Or perhaps you could post more meaningful computer specs in your profile.
