    Is there any way to cut raw h264 files frame-accurately?
    If there isn't, What's the best method to cut h264 files as precisely as possible?

    No there isn't. The GOP has to be re-constructed if the cut isn't at end of the GOP (before the next GOP). No current software does this properly. If you re-encode the whole thing then cuts can be frame accurate.

    For cutting raw h.264 file, you could use DGIndex. In a container, you could use mkvmerge for mkv, avidemux for mp4 and mkv, or tsmuxer, ts sniper, h264 ts cutter, tsdoctor or tspe for transport streams. These are only keyframe accurate
