Have you not tried UltraSurf? http://ultrasurf.us/
Note: It currently only works with Internet Explorer (yuk!) and Mozilla Firefox.
Using Firefox and UltraSurf, I'm able to watch that content in the UK
Downloading it will be impossible at the moment. ("Handshake failed").

That Hotspot Shield received mostly bad reviews, from what I was reading. But I think there must be a number of Free VPN alternatives out there, and maybe something decent among them. I'm going to look through a large number of bookmarks I've saved, over the last couple years . . . . There is often something suitable to be found, if you do enough research. I've found lots of good sites, services, and apps that I'd never previously heard of that way. When in Las Vegas, don't miss the Pinball Hall of Fame Museum http://www.pinballmuseum.org/ -- with over 150 tables from 6+ decades of this quintessentially American art form. -
Sometimes you really don't want to update a program (whether you were aware of this or not), as in the case of Tubedigger 3.1.2, or Replay Media Catcher, before those key .DLL files got "retired." In other cases, it may help to keep things up to date. I just noticed that a couple add-ons to FireFox 18 or later were no longer working, due to some changes quietly implemented by FireFox. A functionally restored CacheViewer is promised, but not available yet. (This can sometimes allow you to pluck a video or something else just viewed out of your browser cache. The cache can still be accessed, manually, from Tools --> Web Developer --> CacheViewer, but that shortcut-cum-enhancement extension was definitely convenient.)
I also discovered that my 2012 edition of the YousableTubeFix script for Greasemonkey was shown greyed out, and wasn't doing anything. Normally, I think this is one of those things that is supposed to auto-update, but it didn't. So, I unloaded the old version and manually installed the new one. The "User Preferences" section of it still seems to be missing in action -- unless I'm looking for those settings in the wrong place, which is possible -- but it is working again. Just downloaded a 1080p clip from YT. That option had stopped showing up in the prior version, along with the other YTF controls I had been accustomed to seeing. (Note that some YT content has been made 'Private Access' or 'No Downloads Allowed' by whoever uploaded them.) I hadn't been to YT in awhile, so I guess you have to keep up with these things. When in Las Vegas, don't miss the Pinball Hall of Fame Museum http://www.pinballmuseum.org/ -- with over 150 tables from 6+ decades of this quintessentially American art form. -
At the risk of getting off the thread, tried ultrasurf with NatGeoTV docs but get message "not avaiable in your country". Is there a way of finding what countries they are available in, and what country is the server in to which ultrasurf connects?, or am I doing something wrong. Presumably these have to be the same.

I realise this doesn't help you in the slightest, but I just tried viewing NeoGeoTV.
I didn't need to hide my IP (or use UltraSurf) and the video is from an HTTP url easily downloadable with IDM.

You are correct, this is no longer the case. (Either that, or what I had was an artifact of CacheViewer, even though it would no longer work and I had therefore disabled it.) After rebooting this morning, I don't see that menu entry either. (I updated FF to 19 the other day, also.) So, for the moment all we have is the extremely limited "About:Cache." If there is some other, better or more functional access to the cache, I'm not familiar with it. Rats ! I hate it when they break these things, and don't even bother alerting us -- or the extension developer -- re what they've done. Maybe an argument in favor of users being slow to update the browser ? I did make use of that add-on, so I really hope the 'Cacheviewer Continued' developer can reinstate those features soon.

Downloads with Replay Media Catcher here in Australia. Didn't realise these sites were country locked. It's only a 20 sec video BTW.
