I have had success with http://www.seenow.ro/live-kiss-tv-9 using IDM. Download IDM and go to the website in google chrome. There will be a button on the bottom left that says "Download Video". Click it. It is a live stream, so the video will stop downloading when you click stop and then the file will be saved in your output folder.

I have lubuntu linux on my computer, so I am not sure if this will work in Windows, but you might be able to copy and paste the website into youtube-dlg and it will download. It works well in linux (you can click picture below to see screenshot)
