Hello everyone, first I'd like to thank everyone very the great advise here.
Like many others I'm trying to convert my old VHS-C tape to DVD. I'm currently using a JVC 9500 and a ADVC-110. I've been lucky so far, and I'm done fairly well without a TBC, but this tape is causing more problems. I usually think of this as a tracking error--intermittent static. Would a TBC help here or is it just the tape? What's the proper name for this? Any other ideas on how to fix this?

PS - The beginning of the tape is fine, it gets worse toward the end of the tape.

No. This isn't a timebase related errors.
This is some sort of recording alignment issue. The recording was made on physically damaged equipment. VHS-C commonly has this problem, and there is no fix that I've ever been able to find. The best method is to use the same camera it was made with.Answers to Common Video Questions:

Thanks lordsmurf. That save me from buying a TBC--for now...
Any cool software filters for something like this?
I did try playing via the camera, but unfortunately it much worst that way.
