    Ok I am buying a capture card this weekend. I would like to record some HD events from my cable box. I do not have a blu-ray burner so I will need to convert down to an MPEG2 to burn it to DVD. What is the best program to maximize quality and let me set the file size of the conversion to my preference (4.5 gigs or so).
    Any help is much appreciated.

    I would use hcenc together with a gui like avstodvd. Free tools! and also one of the best mpeg2 encoder.
