I have a video clip (~30 mins) that I need to encode. The audio is currently ogg and needs to remain so, and it does not even need to be muxed with the video. Which format should I encode it to? I am assuming h264? What bitrates should I expect to use? I'd like to be able to store the video on a 4.7GB DVD. Can I have (free) software recommendations?

Yep, I would use h264. Use a x264 encoder gui like megui, ffcoder, xvid4psp, avidemux. Use highest possible bitrate for 4GB or try constant quality encoding.
