ffmpeg and mpeg-4 visual simple profile level 3 (packed bitstream)

I've a problem with encoding video file by ffmpeg. I want to have file like this:

And I don't know which options in ffmpeg use to make it. FFmpeg every try gives me all I want except simple profile llevel 3 or except packed bitstream.

try don't use bframes (-bf 0)

With -bf 0 i don't have Format settings, BVOP so i have to use -bf, i have a problem with force ffmpeg to packed bitstream and everything except this is OK
