I'm looking for something that will allow me to take parts of clips, flip them/slow motion/speed up/ and most of all, layer. Is there anything out there thats somewhat cheap or free or would final cut express be the best thing.

byeSome drawings ? http://www.whynotflores.com/. A software for DV, DVD-Video, HD files (AVCHD/…): http://www.movieconverter-studio.com/ 1.6 (2010/08)
You might also try MediaEdit. It's an interesting alternative if your requirements aren't too stringent. You may apply QuickTime effects to your clips, transitions, and have multiple tracks.
