Video with too noise

Dear all, i have a video with too noise as show in little screenshot, from human subject body, i want to know i can with virtualdub and some filter fixing this noise obtaining the better results, any ideas ?

Do you have a better sample? Hard to see from that, or what that is supposed to be ...

Some filters work temporally (subsequent and previous frames), so a single frame isn't going to be representative

Maybe posing a tiny video section would be better

It needs to be re-captured from the tape, with better hardware. That's classic chroma noise.
