encoding black border or not ?

i encode my blu-ray for my wd hd and i use crop, what is the quality loss when i encode with the black border (1280x720) and 1280x544 (original files with black border-blu-ray 1920x1080)
what is the best solution encode in 1280x720 or 1280x544

black borders don't take up much bitrate <1%

both resolutions are mod16, so you're not losing coding efficiency from padding

the aspect ratio of 1280x544 will be very slightly off (not noticable)

It comes down to personal preference, most people tend to crop
