I need to take the audio from one file and add it to an mkv video file. I've tried stuff like MKVMerge which works perfectly...except that the audio ends up a little out of sync with the video.

Can anyone suggest a download which will let me "shift" the audio relative to the video?

If the audio & video have different lengths, you would have to stretch or shrink one of them to match +/- the offset shift. e.g. you could stretch the audio in mkvmerge, or use a dedicated audio editor like audacity
