Is there a Windows version? i searched the FTP but no info, can i use the binary on Windows through a bat?

Im using this for converting with ffmpeg2theora:
    Code:
    ffmpeg2theora -V 510 -A 64 -c 2 -H 22050 123.mp4
how would it be for a 2 pass encode?
I love it when a plan comes together!
