Trying to scale down video
Original video is a H264 .mov file 1920x1080
Trying to convert to h264 mp4 640x360
The problem is that every time I encode the file the video always ends up 640x368 with a green bar (approx 8 pix) on the bottom even though I have 640x360 in video size.
Any assistance appreciated.

try using 368 to start with as it's divisible by 16.

As a test I have tried encoding at 368 and the green bar is gone (but it is still 368)
Excuse my ignorance but can I not scale my original to 640x360 properly?
Isn't 640x360 a 'standard' video size?
not for all encoders. some are mod16 that require that height and width be divisible by 16. others require divisible by 8, 4, or 2.
