What's the best tool for re-quantizing HD (1920x1080i) TS material into smaller file sizes - taking a 9-10GB recording to DVD+R DL size without re-encoding similar to making a DVD9 into a DVD5 but with a HD mpeg2 source (Windows or Mac suggestions are fine)? Thanks in advance.

I think he's talking about transcoding; requantizing the dct coefficients kind of like DVD shrink does. Quality will be worse than re-encoding, but it's faster
You can try avidemux in mpeg2 requant mode, it's available cross platform: pc/mac/linux
